Hon. Salisu Yusuf Majigiri, representing Mashi/Dutsi Federal Constituency of Katsina State, has moved a bill at the House of Representatives seeking the establishment of a Federal College of Nursing and Midwifery in Mashi, Katsina State.
The bill, titled Federal College of Nursing and Midwifery, Mashi (Establishment) Bill, 2025 (HB. 1554), has successfully passed the first, second and third readings in the House.
The proposed legislation aims to establish a specialised federal institution dedicated to the training of nurses and midwives, with a view to addressing the persistent shortage of skilled healthcare personnel in Katsina State and across Nigeria.
Advancement of the bill followed a detailed consideration by the House Committee on Healthcare Institutions, chaired by Hon. Patrick Umoh. In its deliberations, the committee reviewed similar legislative frameworks establishing federal health institutions, including those in Borno and Bauchi states, as well as colleges of nursing and midwifery in Akwa Ibom State.
Healthcare professionals have described the proposed college as a critical intervention, noting that its location in Mashi would improve access to quality professional training for local youths, reduce the need for long-distance travel for education, and contribute to better maternal and child healthcare outcomes in the area.
The bill is currently awaiting final approval before it can become law. Stakeholders say its eventual enactment would represent an important step towards strengthening Nigeria’s healthcare workforce and expanding access to specialised health education in underserved communities.
Speaking on the initiative, Majigiri said the establishment of the college would help equip young people with essential professional skills, enhance healthcare delivery, and promote the overall wellbeing of the population.
