The Federal Government has commenced the process of handing over the 10-megawatt Lambar Rimi Wind Farm to the Katsina State Government in a major boost to subnational renewable energy efforts.

The development was announced by the Special Adviser to the Katsina State Governor on Power and Energy, Dr. Hafiz Ibrahim Ahmed, during the just-concluded National Council on Power held in Maiduguri, Borno State, from May 26 to 30, 2025.

Dr. Ahmed, who featured as a panelist at the council meeting, spoke on the theme “Strengthening Subnational Collaboration” where he stressed the need for increased cooperation among state governments, the Transmission Company of Nigeria (TCN), Distribution Companies (DisCos), and neighbouring states.

“Such synergy is vital to drive improvements and upgrades to current assets and enable seamless cross-border electricity transmission and regional grid stability,” he said.

Dr. Ahmed also proposed the creation of a Joint Regulatory Commission for states under the same DisCo, aimed at harmonizing regulations, reducing bureaucratic bottlenecks, and improving the operating climate for electricity distribution.

He further urged the inclusion of the Federal Ministry of Petroleum Resources (Gas) and Gas Supply Companies (GASCOs) in future energy policy dialogues, noting that gas-fired plants account for over 80 percent of Nigeria’s power generation.

The Honourable Minister of Power, Chief Adebayo Adelabu, applauded Katsina State Governor, Malam Dikko Umaru Radda, for his leadership in renewable energy, particularly in the area of solar power development, which he said influenced the decision to concession the wind farm to the state.

Dr. Ahmed described the Federal Government’s decision as “a landmark move that underscores the importance of state-level leadership in power innovation.”

The National Council on Power convened key stakeholders across Nigeria’s power sector to deliberate on the future of energy generation, distribution, transmission, and regulation nationwide.
