Radda Names New Heads for KASROMA, KASEDA, Civil Service Commission, Pension Bureau

Katsina State Governor, Malam Dikko Umaru Radda, has approved the appointment of new heads for some key agencies and parastatals in the state.

A statement by his Chief Press Secretary, Ibrahim Kaula Mohammed, said the appointments are part of efforts to strengthen service delivery in line with the administration’s Building Your Future agenda.

According to the statement, Engr. Abba Junaidu has been appointed Chairman of the Katsina State Road Maintenance Agency (KASROMA).

Engr. Junaidu holds a Master’s degree in Environmental Management and a Bachelor’s degree in Civil Engineering. He previously served as Chief Building Officer and Assistant Project Manager at the Ministry of Education, and as Principal Civil Engineer and Chief Resident Engineer at the Ministry of Works.

Similarly, Dr. Babangida Ruma has been appointed Director-General of the Katsina State Enterprise Development Agency (KASEDA).

Dr. Ruma, a technologist and entrepreneur, was formerly Technical Assistant to the Governor on Enterprise Development. He was recognised by the UNESCO Institute for Information Technologies in Education as “Father of Technology and Innovation” for his contribution to technology-driven development.

In the same vein, the Governor approved the appointment of Idris Usman Tune as Chairman of the Civil Service Commission. Tune, who holds a B.Sc. in Political Science, PGDPC, and MPPA, served as Head of Service until May 2023 and has held various positions across the state’s public service.

Governor Radda also approved the constitution of the Katsina State Pension Bureau, with Ibrahim Boyi Dutsinma as Part-Time Chairman, Musa Rabiu Mahuta as Executive Director, Finance and Administration, Abbati Ibrahim Masanawa as Executive Director, Operations, Usman Shehu as Executive Director, ICT and Database Management, and Dr. Faruk Aminu as Independent Observer.

Representatives of Ministries, Departments, and Agencies (MDAs), as well as labour unions, will serve on the board in line with the Katsina State Pension Reform Law 2025.

For the Katsina State and Local Government Pension Transition Board, Hon. Muntari Dan Ammani was named Executive Secretary, while Garba Sanda Mani, MNI, will serve as Part-Time Chairman. Dr. Faruk Aminu will also serve as Independent Observer.

Governor Radda urged all appointees to justify the confidence reposed in them by working towards efficient and transparent service delivery to the people of Katsina State.

The appointments take immediate effect.
