Governor Dikko Umar Radda's administration says its combination of security reforms, infrastructure development and investments in education, healthcare and agriculture has helped restore public confidence and accelerate development across Katsina State despite persistent security challenges.
Before Radda assumed office in May 2023, Katsina was among the states hardest hit by banditry and terrorism in north-west Nigeria. The insecurity disrupted farming, education, healthcare delivery and commercial activities, while many communities became inaccessible because of frequent attacks.
Several markets, schools and roads were abandoned as residents fled affected communities, with many expressing concerns over the safety of lives and property.
Three years into his administration, the state government maintains that significant progress has been made in improving security and rebuilding critical sectors of the economy.
Education Investment
Education has remained one of the administration's largest spending priorities.
According to the state government, more than ₦120 billion has been invested in the sector, leading to the construction of 170 junior secondary schools in communities that previously lacked such facilities, rehabilitation of 300 schools, and renovation of 150 primary schools.
The government also established ICT and Computer-Based Test (CBT) centres in rural and urban communities to improve access to digital education.
Model and Smart Secondary Schools built in Radda, Jikamshi and Dumurkul are equipped with robotics laboratories, artificial intelligence facilities, internet connectivity and uninterrupted electricity supply, which the government describes as among the most advanced public secondary schools in northern Nigeria.
Healthcare Expansion
The administration has also undertaken major upgrades in the health sector.
Operating theatres have been modernised at General Amadi Rimi Specialist Hospital, Turai Umar Yar'Adua Maternal and Children Hospital and General Hospital Katsina.
The government says it has strengthened primary healthcare delivery by upgrading facilities across the state and establishing comprehensive secondary healthcare centres in communities including Sabuwa, Dandume, Charanchi, Mani, Daura, Zango, Mai'adua and Kafur.
Each comprehensive healthcare centre has been equipped with ambulances to facilitate emergency referrals, particularly for pregnant women requiring specialised medical attention.
The state has also invested in advanced diagnostic equipment, including MRI and CT scan facilities, expanded dialysis services and established a modern medical imaging centre as part of efforts to reduce medical referrals outside the state.
In addition, the government is developing a pharmaceutical manufacturing facility for children's oral medicines and a Ready-to-Use Therapeutic Food (RUTF) factory to support the treatment of malnourished children.
Agriculture and Food Security
Agriculture has remained another major focus of the administration.
The government increased the number of agricultural extension workers from about 70 to 800 statewide.
It also invested approximately ₦2.5 billion in agricultural mechanisation and established a central mechanisation hub at Tashar Bala in Batagarawa Local Government Area, where farm equipment is assembled locally.
The administration says more than 1,000 youths have been trained through the facility, while 34 additional mechanisation centres have been established across the state's local government areas.
Through the Katsina Sustainable Platform for Agriculture (KASPA), the government deployed 400 tractors, 10 combine harvesters and thousands of modern farm implements to support agricultural production.
Federal authorities have repeatedly identified Katsina as one of the states contributing significantly to Nigeria's food security programme.
Renewable Energy Projects
As part of efforts to improve energy access, the state government launched a ₦19.89 billion renewable energy programme designed to generate 20.1 megawatts of solar power with battery storage capacity.
Critical public institutions, including hospitals, universities and waterworks, have been connected to solar-powered electricity under the programme.
Solar installations have also been completed at Danja, Ajiwa, Zobe and Funtua dam facilities.
Infrastructure and Heritage Conservation
The administration has continued road construction and urban renewal projects across Katsina metropolis and other parts of the state.
Major roads, including Kofar Sauri, Kofar Marusa and Kofar Kaura, have been dualised and provided with street lighting, while the 24-kilometre Eastern Bypass has been completed and opened to traffic.
The government has also undertaken restoration works on historic sites, including the centuries-old Gobarau Minaret and the Katsina Museum, with the aim of preserving the state's cultural heritage and promoting tourism.
Security Strategy
Security remains one of the administration's biggest priorities.
The government adopted a multi-pronged approach that combines conventional security operations with community participation.
Residents from communities affected by banditry were recruited, trained and deployed to support security agencies with intelligence gathering and local surveillance because of their familiarity with the terrain.
The volunteers operate alongside conventional security agencies while the state government provides logistics, operational vehicles, motorcycles and welfare support.
The administration also procured operational equipment, including armoured vehicles, and supported conventional security agencies with additional resources to strengthen counter-banditry operations.
Government officials argue that the combination of security operations, community engagement and socio-economic interventions has contributed to the reopening of previously deserted markets, schools, hospitals and major roads in parts of the state.
Continuing Challenges
Despite the reported improvements, parts of Katsina State continue to experience attacks by armed groups, and security agencies remain engaged in efforts to contain banditry in vulnerable communities.
However, the state government maintains that sustained investments in security, education, healthcare, agriculture and infrastructure are laying the foundation for long-term peace, economic growth and social development.
As Governor Radda marks three years in office, his administration says its focus remains on consolidating security gains while expanding development projects aimed at improving the lives of residents across Katsina State.
